Yes, the program is activated.
After about 7 — 20 mins of using Premiere Pro and playing/pausing your project, the play/pause button stops working and the video export feature stops working as well. All other parts of Premiere Pro keep working, meaning that I can keep adding more video and effects BUT I cannot see the preview of the Timeline, because of above limitations with the play/pause button. You can also succesfully save the project.
All issues are solved #temporarily by closing and opening the program.
But after about 7 — 20 mins of using Premiere Pro all the above issues appear again, and you need to close and open Premiere Pro to continue working.
Before exporting your Final Video it is recommended to close and open first.
This has been my workaround .

No matter what format I try, I just can't export any video… it stays stuck on a progressbar that remains on 0%
